Allow Offline usage of ESRI curated Living Atlas Feature Services

ESRI Living ATLAS offers data that is trusted and allows customers to ingest data that is popular or in high demand. Some of these feature services are curated, hosted, and delivered directly by ESRI. These feature services do not enable the "Sync" capability for clients to use the data in offline field maps. This idea is for ESRI to consider the ability for enabling sync capabilities to Living Atlas feature services as often as possible. This starts with feature services complied, curated, and hosted by ESRI. Then the option for third party entities to allow ESRI Living Atlas feature services to enable this sync feature should be encouraged but not required for participating Living Atlas partners. The sync capability can currently be enabled on feature services without giving end users editing capabilities. So, the data can still be protected from edits with sync enabled.  This idea would prevent customers from having to host their own copies of the data that may become stale just to enable offline maps.
