Allow management of offline areas for web maps in shared update groups

It would be useful for collaboration if members of a shared update group could manage offline areas for webmaps. Currently, as soon as a webmap is added to a shared update group offline area management is disabled, including for the organisation admin and the owner of the webmap. The only way for multiple team members to be able to edit a webmap and make offline areas is to share the password of the webmap owner.

Adding my support for this idea.
It's currently a bit of an illogical limitation considering the idea of a shared update group is to enable multi-user management of web content/maps, of which I would consider managing offline areas being a common workflow.
