Interpolating output from given raster file using ArcMap

I have a continuous raster file [File No. 1] which contains the coordinates of locations (latitude and longitude) and a output (say, X) associated with it.

I have another table in CSV format (File No. 2) which contains coordinates (latitude and longitude) of selected set of locations but the values of these coordinated do no exactly match with those in File No.1.Is there a way to determine the approximate output X associated with the coordinates in File No. 2 using some of linear spatial interpolation using ArcMap?

I am confused on what you want to achieve. Could you elaborate (with screenshots)?

If the Points don't overlay on top of the raster, there could be an issue with the spatial reference.

Some relevant screenshots would help.

1. Screenshots of the layer extent and spatial reference of the Raster Layer (Properties).

2. Screenshots (or a sample copy) of the CSV file showing the Lon/Lat values.

What's the Output X you are referring to?

Since you mentioned the term, "interpolation", are you also trying to create a new Raster Layer from the existing point layer?
