How to automatically change the color of a feature based on the underlying basemap

Not sure how to do this or even if it can be done.  I would like to have black parcel lines over our default community basemap but then have it automatically change to a lighter line color once someone changes the basemap to an aerial.  Is this even possible?

I would use the blending mode 'invert' to achieve this. Wont be exactly black and white, but will achieve a similar effect

Thank you for the reply.  Unfortunately, those set of tools are not available on my web map.  Also, unless I am wrong, I don't believe the invert changes automatically when a user changes the basemap.

I am not sure if it will work, but maybe if you put your web map in a dashboard and tried a combination of Actions and Advance Formatting.
