Incidents locations from x,y coordinates point

hello , to everyone in this great forum  .
i'm a student in last year and my project in gis . so i have one quotation this quotation

how to programmatically setting Incidents locations from x,y coordinates point , instead of loading them from a feature class?


please, anyone know help me necessary i tired to solve this problem , please.

how change spatial reference unite for this Incidents  x,y  point  from decimal degree to meter and visa verse.please?
