We are looking to deploy ArcGIS Monitor 2023 for our multimachine enterprise deployment (web server, GIS Server, Portal Server, Data Server(SQL)). Do you recommend that ArcGIS Monitor be installed on a standalone server or can it be installed on one of the existing environment servers assuming they all meeting the minimum system requirements of the Monitor software?

The best practice is to have ArcGIS Monitor installed on its own machine separate from the ArcGIS Enterprise Deployment.
Welcome to the ArcGIS Monitor (Windows) installation guide—ArcGIS Monitor | Documentation
It is also best practice to have the ArcGIS Monitor PostgreSQL database on a separate machine.
