ArcGIS Monitor counters not communicating

I have installed ArcGIS Monitor and was able to create a collection successfully but I cannot get any of the counters communicate with anything. I cannot even get a straight forward https link to work. When I click test it just spins endlessly, no time out or error message. I have checked the port and there is no firewall set up, what am I missing?

Hi Shawny,

Check that the ArcGIS Monitor Service <Name> is running in the Windows Services panel. If you need more help, please contact Esri Tech Support.

I did finally get an error message when I right clicked on the Monitor Service and chose test....

Is this referring to the Monitor service itself? How do I resolve this issue?
