Human Geography Basemap for Enterprise Portal

Please update the Human Geography Basemap to be Public for use in Portal.  I am able to add it through the Living Atlas in Portal.  However I am unable to share the map with the Public.

That basemap can be publicly shared from Enterprise. Try opening this test map using the Human Geography basemap I just authored in one of my enterprise portals:

Can you share other maps publicly?

Oh thanks, I will try that, I figured I would be unable to update Sharing Status, as I do not own them

It's public, so no ownership is required to change the sharing status. One thing you might need to consider is whether or not your organization administrator has enabled you to share content publicly. If you can share content publicly, then you can use this basemap.
