Can a ‘developer’ account display Living Atlas data owned by ESRI?

The Living Atlas has an entry called “USA Topo Maps” at:  https://www.arcgis.com/home/item.html?id=99cd5fbd98934028802b4f797c4b1732

This is a tile layer that displays the ‘historical’ USGS topographic maps.
ESRI owns this tile layer.

The information for this tile layer includes a link to a “summary” of the terms of use.
That summary document has two sections:

“IF YOU HAVE AN ARCGIS SUBSCRIPTION YOU MAY
.....
IF YOU HAVE A DEVELOPER SUBSCRIPTION
Refer to the ArcGIS Developer FAQ”

I have an ESRI ‘developer’ account.
The ESRI Developer FAQ is at https://developers.arcgis.com/faq/

That FAQ is silent on the question of whether a ‘developer’ account can display tile layers listed in the Living Atlas and owned by ESRI.

1. Can anyone shed light?
2. I am requesting that ESRI update its ‘developer’ FAQ to specifically address this issue.
