Is it possible to make dashed line symbol with outline?

Can a symbol like the one below be made? It is a line symbol, with outline, dashed.

I have played with CIMGeometricEffectDashes but it does not look good 🙂

The order that you apply the effects makes a difference -- so try doing dashes first, then the buffer effect.
