Imagery Hybrid City labels coming on top of graphic layers

Question

I am using Imagery Hybrid as basemap for my application. I also have other Graphic & Feature Layers.

When Basemap loads, initially, it loads only imagery and then loads labels & admin boundaries. which comes on top of other custom layers.

Is there as configuration to move labels layer to bottom of custom layers ?
