How can i publish .shp file as a Map service, so that i can get feature set and use it in my application.

You need to have arcgis server and your data within the map need to be located on your SDE or where ever your server is looking for data..  The map has to be saved in a file on your server.  (This is true for the way we have it setup)  Open ArcCatalog and locate your map.  right click and go to "Publish to arcgis server."  Then follow the directions when the window opens.

Is there any other way to publish my shapefiles instead using ArcGIS Server. Because i dont have ArcGIS server installed on my machine.

Can i publish my shapefiles on any other server like our own server http://93.20.100.2/demo, This is our testing server.

Not that I know of.  Another option for you could be to export your shapefile to a KML from Arcview and use the Javascript for Google API.  You need to apply for a key from Google to publish their basemap, but the ideology is similar to the regular javascript API.  Here is the Google website for the key. http://code.google.com/apis/maps/signup.html .  Here is the Arcgis Google api webpage http://help.arcgis.com/EN/webapi/javascript/gmaps/help/google_samplestart.htm .  There is a ton of information produced by google.  I am not 100% familiar with the Google API since I never used it, but it is a free option.
