How to draw a 1 feet by 1 feet polygon on ESRI Topo basemap of esriMeters

Hi,

I tried to create a 1 ft X 1 ft grid on top of a polygon. I can achieve it but the issue is not getting exactly 1 ft in length and width by adding 0.37145 to x and y coordinates. 1ft is 0.37145 meters. Please see the snapshot
