Can we add a layer to webmap permanently using esri js api or rest api from esri web appbuilder 2D app

Hi All,

Can we add a layer item (created on online/portal from shapefile uploaded to online/portal) to webmap permanently using ESRI REST API / ESRI JS API 3.x from a custom widget of ESRI WAB?
