When scrolling a map layer in 4.18 that has a transparency value set, the view draws over any cached areas resulting in the layer briefly appearing as if no transparency is set, then fading to the correct transparent appearance. The resulting "pulsing" of the layer is unacceptable. This behavior is new to 4.18.

This issue will be fixed at 4.19. You can already test the fix using our `next` version. You can use this test app to see the fix. Please let me know if you run into issues.
