Zoom scales set in configuration of Zone Lookup not being used

I have a zoom scale set for the locators used in the search.  I also have a the scale set for the results Style.

Neither seem to be working.  The locator zooms way out, when it should be zooming in.  Same for the results, when you click on one it does not zoom in all the way like it should.

Locators set to 1:2256

Results style set to: Buildings
