Unable to create Nearby app in Enterprise 10.9.1

I am trying to migrate an old WAB app to the Nearby Instant app.  When I choose Nearby, the preview just spins, and if I create the app and try to add the map it does the same.

I have tried with other maps with no luck, and I have tried other app types and they seem to all work.  

Is there a known issue with the Nearby app at 10.9.1?

@CassidyKillian In my quick test, I can create Nearby apps at 10.9.1. You may want to consider reaching out to Esri Support to troubleshoot your issue more thoroughly or share a few more details.
