Filters broken with Instant App (Sidebar and Manager) due to domains

I noticed two instances of the filter breaking (forever spinning wheel) for both Sidebar and Manager. I believe this is due to if there are values within the data table that are not within the domain. I don't think this behavior should break the filter as this was not an issue in the past. For example, there may be other ways we maintain the domain such as Survey123 that are not domains within the data layer directly. We also may want to retain past values that are no longer in existing domains. 

UPDATE: The filter also doesn't work at all if there is no domain, for user defined input.

Can this be resolved to no longer have a spinning wheel/render the entire filter not working; instead, just have the filter list be the domain list?

Thanks for reaching out about this. This is a known issue right now that the team is looking into, we are hoping to have a fix for it in the next update of ArcGIS Online.

In the meantime, the best way to avoid the issue is to add the outlier value into the domain list/range or to remove the value that is outside the domain list/range.
