Allow the Legend to added on the map, also allow the Position Manager to adjust position.  

Currently in the Sidebar Instant app, the Legend is only visible on the sidebar.  This means as soon as a citizen clicks another item in the sidebar, or generates a pop-up, the citizen can no longer see the legend.  The only way to get the legend back is to reopen the legend and loose the pop-up they were viewing.

Example from Webapp Builder Classic, many options for Legend location, and the Legend can be opened by default when the app is loaded.
