The compare instant app is a great creation for quickly serving out an application for comparing two or more maps.
I currently have one map with a handful of Network Analysis Outputs, and I would like to visualize these layers side-by-side. The workaround is simple, I just create another map and add it. I would have to re-symbolize all the data again because it was previously done in an existing map. Then I would also be hosting another map in our organization.
With a Layer Widget, I can add the same map in the Compare Instant App multiple times and in each map, I can toggle on an off the layers of interest. This would minimize the need of extra maps and would maximize the use of compare and contrast because now I can toggle multiple layers and further analysis on data.
Additionally, using experience builder is a strong option. I ended up using this method and it works quite well. This option allows for more customization with additional tools and appearance of the application. This is not really a con, but it does take more time building this out versus if instant app had a "Layers" Widget to toggle on an off the layers.

We can definitely look at adding the Layer List widget to the Compare app. This would let the app user toggle layers on/off in either map showing in the layout just as you have described.
A temporary, but limited, workaround would be to use Single Map mode in the configuration and create two identical "locations" of your map and use the "Layer visibility" setting while creating/editing the locations to determine which layers are on/off, however, this will not give any control to the app user.
We'll aim to add Layer List to Multiple Maps mode during this current release which would come in late June. If you have any other suggestions with the Compare app feel free to let me know!
