Can't Publish from Desktop version of ArcGIS Insights to Enterprise Portal 10.9.1.
We have version 2023.1.0.5466 & I've followed the tutorial to create the Ottawa 2 page report on the desktop version which installed & activated ok. I've gone to publish to our enterprise portal as a type 'report' but I get a screen saying ' error - can't publish'.
I can publish to the portal if I choose type model or theme.
Any ideas?

A good way to start would be look at the log files present at "%appdata%\Esri\ArcGIS Insights\logs" for ArcGIS Insights Desktop:
This would give us more insights (pun intended) on what could be causing this error. If it's feasible for you share those here, will help in understanding the cause.

I don't have a resolution, but I wanted to share that I had this EXACT problem last month.
I ended up switching development to our portal - due to some internal support issues.
This is an issue and you aren't alone in it. I hope you are able to find a resolution!

Thanks for sharing the logs. upon investigation I could see few prominent error messages specifically from postgres logs.
It seems interesting that it is receiving command for a shutdown because of updates within few files. I tested a few things at my end was hoping you can share a few files with me.
I will send you the locations via one on one message. I would like to see if those entries are the way it should be. I think it would need more troubleshooting than we expect.

Thanks for sharing the files. To understand the full workflow, I wen through the exercise and ran a check. I have noticed some differences but surely not all of them are impacting this process.
