Unable to download via ArcGIS Hub

Hi,

We recently upgraded to AGS 11.3 and ArcGIS Pro 11.3.

We are experiencing issues when trying to download any layers via our Open Data Portal (ArcGIS Hub).

Please see screen shot attached. This is happening for all of our layers and I was wondering if there are specific firewall settings or exclusions which needs to be set to allow downloads via ArcGIS Hub.

All services are published as feature services with the query and extract capabilities enabled. One is able to view the layers in Hub and also identify the attributes, but it gives an error when trying to download.

Are there specific ports which needs to be opened, I am thinking that I may be a firewall, cyber security issue.
