However, when I try to browse to the DCAT “data.json” for our test Hub site it does not work:

It appears the "site" and "content" need to be shared to the public to test this.
Are there any other settings we need to have configured for our Hub site to work?

The reason this workflow might not be working is because the site you link to points to a legacy site which is no longer supported by ArcGIS Hub as of September 8, 2020. Instructions for migrating your site are available here.
No we built this on the new Hub site. I think you are just confused by the name we gave the Hub App for our site. Thanks for pointing me to the blog to verify. My question is does the content need to be shared to the public to show up in the Data.json, and/or does the site itself has to be public too, or just the data published to Hub?
