Can't resize adjacent text boxes

I have two text boxes side by side. Previously I could resize them by dragging the arrows associated with the bar in between, but now I cannot.  The arrows are there, but my dragging action just causes nearby text to be highlighted.

Hi Cynthia Roush‌ when you select the arrow are the text cards appropriately resized?  

To my knowledge, the resize indicator (vertical bar next to the arrow) has never been enabled for drag-to-resize, what browser did you use where you were able to do this?

Thank you -- you caused me to realize I need to click the arrow instead of drag.
