ArcGIS HUB Downloads are not working and returning JSON

There is a problem downloading data from ArcGIS HUB (formerly known as ArcGIS Open Data).  When users click on a download link, they receive JSON.  To most users, it's a cryptic text string.    It was working on Monday.  A user reported this problem today.    Can someone on the ArcGIS HUB team look into this?

Graham,

Thanks for the speedy reply.  We need to know if this will be resolved today or not?  We have COVID-19 related data on our website.  We will be posting a workaround on our ArcGIS Hub/Open Data website if the issue is not fixed today.  The workaround is not intuitive.
