Hello and thank you for the question. We recognize this need for some customers. However, we do not have a plan to allow non-hosted downloads of feature services on ArcGIS Enterprise Sites in the near future. The team has been building a new feature called workspaces (described and linked in this post). Later this year, workspaces will be generally available and offer enhanced functionality related to downloads, such as scheduled updates. Thank you again for the feedback.
