In ArcGIS Online we have a new URL Item:

The url will be maintained elsewhere and will change. This Portal item persists. The URL can be opened in a new window in the ArcGIS Online UI:

In ArcGIS Hub, we would like to place an layout element that, when clicked, opens a new browser window with Url value.
I have attempted to add a Document Link Item in a Gallery Element. However, this only gives me the option Explore the item, rather than open the item in a new window or tab.

I have also. set Setting->Interactions->Embedded Lines to: Displays content registered as a Document Link within your Hub Site is OFF.

The result is that the URL opens in a new browser window AFTER is get interrogated by ArcGIS Online and flashes a partially build viewer window, complete with styling:

We want click-whoosh to new browser window with that url. No extra user interaction please.
