Stopped Gateway and Geoevent Service Now GeoJSON Input Isn't Working

I stopped the Geoevent Gateway Services to apply a patch to Portal on our Portal machine. After starting the services the input connector grabbed one refresh of the events, but didn't grab anymore. The data in the GeoJSON web page updates about every 2 seconds and the input connector is also set to 2. We didn't change anything on the Geoevent configuration at all, just stopped and started it. 

1. Things we've tried: did the full reset outlined here: GeoEvent: Administrative Reset Tool - Esri Community

2. rebuilt the Poll external site for GeoJSON input new

3. Rolled Portal and Geoevent back to before the patch application on the Portal machine

4. all certificates are good

There are no errors showing when starting any of the services and the input pulls 1 initial poll successfully and then doesn't get any more. I have a ticket open with support but they are having a hard time. This is a major safety related outage for us. We are on Windows Server 2019 and Geoevent 11.5. We upgraded from 11.3 a couple months ago without issue.
