I am following the documentation in the link to get the certificate.

When I get to step 3, there is no option as specified in step 4 to Install certificate (error0). So I couldn't sign in to service designer (error1). Is there another way to install the certificate?

Yi,
Make sure you run IE in Administrator Mode. That should give you the button to install the certificate.
