why all the items in MapAction only have one event(status changed)

Environment: WM 5.0 Pocket PC, .NET 2.0

according the help document , the items in map.mapActions (such as ZoomInMapAction,ZoomInOutMapAction) should have some events ,like ON_CLICK

But I only found one event: STATUS_CHANGED

any advice?
