Problem by joining data with more than layer in the map

Hi, I have a WFL that I want to connect with Power BI. But when I have more than one layer in the WFL I can not join my data with the reference layer. 

In a WFL consisting of only one layer it is possible to join the data.

Can someone explain to me why this is the case? I have already seen in videos that it is possible to join a layer in a WFL that has more than one layer in it. 

I've tired to add the field you're joining on (powerBI data) into the maps join field first but the join option in the layers is still not available.

It might be a limitation as you require the layers to have compatible attributes, I would check that your data layer and your reference layers have at least one matching attribute and have it added in the join layer section.
