Layers from Geohub are not saved in the PowerBI report , disappeared when re-opening the PowerBI report or publishing to PowerBI service

Hi team, I have a data model presented on ArcGIS for PowerBI visual successfully. The issue is when I added a layer from ArcGIS data/My organisation, it displayed well but it disappeared when I re-open the report. Also when I publish the report to PowerBI service, it disappeared as well. Anyone can tell me what can I do to fix that problem?

This problem is confirmed to be my account user level issue. I should have a user type of creator or higher to publish the Geohub reference layer in Powerbi Service.
