Clustering option on a joined layer is not respected when file is opened

Say you have a point data set from ArcGIS joined to a tabular dataset in Power BI, and use clusters to visualize the joined data layer. If you save the file, close it and re-open it, the points are not clustered and instead display each individual point

Same issue.

Also not respected when published to web.

I also can't view the attachments in the feature information of the joined layer which really defeats the purpose.
