The basemap blocking page appears
For ArcGIS Online and ArcGIS Enterprise users, if you create a map using a basemap that has since been deleted from your ArcGIS server, a blocking page will appear with the message:
“The basemap is unavailable or has been deleted from the server.”
This page includes a Reset Map button. When you click this button, the basemap is automatically replaced with your organization’s default basemap.

If you view an ArcGIS Enterprise map that includes a private basemap which has been deleted—and you are not signed in with the correct ArcGIS Enterprise credentials—you will see a blocking page with the message:
“The basemap is unavailable or has been deleted from the server. Sign in from another visual then reset the map.”
After signing in with valid ArcGIS Enterprise credentials in a new ArcGIS for Power BI visual, you should be able to return and reset the original map, which will then load with your organization's default basemap.
2. If the permissions to access the private basemap are changed in ArcGIS Online or ArcGIS Enterprise
ArcGIS Online users:
If you're using a private basemap and then sign out of ArcGIS Online in Power BI (or publish the report from Power BI desktop to Power BI service without the ArcGIS credentials stored in the Power BI service), a blocking page will appear with the message:
“The basemap is unavailable or has been deleted from the server,” along with a Reset Map button.
After clicking the Reset Map button, you'll be prompted to sign in. Once signed in to ArcGIS Online, the map will load with your private basemap.
(ArcGIS Online users)
ArcGIS for Enterprise users:
If you're using a private basemap and sign out of ArcGIS Enterprise in Power BI (or publish the report from Power BI desktop to Power BI service without the ArcGIS credentials stored in the Power BI service), a blocking page will appear with the message:
“The basemap is unavailable or has been deleted from the server. Sign in from another visual then reset the map.”
If you are a report designer and in edit mode, you can work around this by creating a new report page, adding the ArcGIS for Power BI visual, and signing in from that new page. After signing in, return to the original map, and you should be able to access it along with the private basemap.
(ArcGIS Enterprise users)
To enable sign-in functionality in Reading view or for embedded reports, follow these steps:
This setup will trigger the sign-in prompt (blocking page) for users in Reading view.
Finally, save the report. After that, report viewers will be able to sign in from the new page in Reading view, allowing access to secured content in the rest of the report.

As an ArcGIS Enterprise user, you may encounter a different experience. For example, while designing a report or working in edit mode, if you sign in from another page and then return to the original map (if you open a published report that includes a private basemap as a report viewer after signing in from a different page), a blocking page will appear with the message:
“The basemap is unavailable or has been deleted from the server,” along with a Reset Map button.
After clicking the Reset Map button, the map will load with your organization's default basemap. You can then choose the private basemap from the basemap gallery.
