My organization has disabled the Microsoft Store - I'm curious if there is an offline installer for the ArcGIS for Excel (Office 365) plugin that can be deployed to users computers instead of through the MS Store.

try filling in the form and getting it from esri UK's site that's mostly for Enterprise from what i read. https://www.esriuk.com/en-gb/arcgis/products/arcgis-for-excel/get-started it's a pretty hefty download ~ 1GB fyi.
