If by Esri Map Service you are referring to ArcGIS Online Living Atlas, or services from your organizations ArcGIS Online or ArcGIS Enterprise deployments then yes.
You can use ArcGIS for AutoCAD or the Autodesk Connector for ArcGIS or both actually. If these are map/image services any user account will work since these layers are not editable. A feature layer or service can be editable so you are correct that a Viewer only user account will allow users to display the layer but not edit.
