I observed that the AutoCAD requires running the “netload” command each time it starts to activate the “ArcGIS” plugin.

Is there any setting that keeps the “ArcGIS” plugin there without the need to run the “netload” command each time the AutoCAD starts?

You need to use the file in this link as following screenshot, then close AutoCAD and reopen it
