We are purchasing iPads for our public works department to inventory our assets using field maps.
We will be working in downloaded offline areas and syncing our edits when we can connect to Wi-Fi.
Our county has poor wifi and cell service in general.
Which iPad model would you suggest buying?
Are there models we should avoid?

We bought ipads that only have wifi and don't have cellular "enabled", and it did not show our location in remote areas.
Here is an apple chatroom thread that goes over the topic in case this is helpful for anyone else. We will be returning the ipads and purchasing ones that have cellular enabled, even if we don't get a cellular plan. That way we can see our location in the field.

Just get a 10.9" latest model with Wi-Fi. 64 GB should be fine as your downloaded map files should be well under 1 GB. My personal iPad is 4 years old and I use it all the time to test applications and it works great
