USGSTopo Basemap Not Downloading into Offline Areas of Field Maps

I'm curious if anyone else is having issues with downloading the USGSTopo basemap into offline areas for Field Maps.  (In AGOL, the basemap appears under the name USGS National Map.)

In my webmap, if I replace the USGSTopo basemap with another basemap (like USATopo Maps or Topography) I can successfully download offline areas in Field Maps.

Can anyone recommend who to contact to explore this issue further?  Thanks so much!
