Can a Viewer user in ArcGIS Field Maps download maps for offline use? Or what would the workflow be for enabling this? I think so, but just to make sure 🙂

Yes, a Viewer user can access maps offline.
Web Map offline areas
The web map would need to be enabled for offline use and all layers must be sync-enabled. And, of course, the Viewer needs access to that map.
You could either prepare the offline web map areas in the office with Field Maps Designer (there are offline validation tools which can be helpful) or the user could create their own offline area in the mobile app.
MMPKs work offline
The other way to access an offline map is by deploying an MMPK, which is inherently read-only and offline.
