Does the limit for off-line areas for Field Maps include user-created areas?

According to the documentation, there is a limit of 16 offline areas per map in Field Maps, but I expect that maps that I set up will be needed for more than 16 areas.  Does the limit apply only to areas that I might create in advance for others to download?  When I set up and download an offline area in the mobile app, it starts with 1, even though I know that another person has already generated and downloaded 2 areas from the same map.  That experiment seems to suggest that user-created offline areas don't count toward the limit of 16.  Anyone know how this works?

no, user created offline area do not contribute to the pre-planned map area count.

Thanks, Mark.  I tried a test with two tablets and, based on the offline area numbers that were automatically assigned, that appeared to be the case, but it's good to have confirmation.
