Contribute content means they can share things to the group.
You want the Shared Update capability if you want members of the group to make changes to the content shared with the group.
However:
It's likely that they are all accessing the map ok but invoking Admin privileges to update the map. The one user who can't isn't an admin or Creator level
yup turning on Shared Updates and changing AGOL account previligies to Admin solves the issue

admin privileges and shared update capability are separate mechanisms to give permissions to update content owned by other users. Maps and app updates supporting shared update shouldn't need admin privileges
I hear you 🙂 but for some reason my role was that of a "Publisher" only so the Shared Update option wasn't appearing on my end I guess so the admin had to elevate my role and the option showed when I created a new report.
