Add Offline Area Button Randomly Disappears and Appears

I added a few layers to an existing field app yesterday.

Then I noticed that the Add Offiline Area button for that specific map would appear, then disappear in the field maps app on my iphone tablet and android phone, for myself and my coworkers.

I would click on the general field maps screen where all of my app are displayed and drag down to refresh the screen and sometimes this would cause the button to appear or disappear.

Sometimes clicking reload on the app would cause the options to appear or disapear.

I was able to download the offiline area on my tablet this morning, but my coworker could not get the download offline area button to display when he was logged into his device or my device.

Another coworker could get the dowload offline area to display intermittenly, but then the download failed for her this morning.

I am thinking I will rebuild my whole app, but is this possibly just a bug that will go away on it's own?

I reshared everything from Map Viewer and in the Field Maps Designer template and the sync offline settings all look good.

I don't know how else to troubleshoot.

I am not noticing this issue with other apps.

I think I figured this out. 

In the Field Maps Designer, I had clicked the toggle button to not allow mobile workers to create new offline map areas.

I interpreted this to mean that they would be able to download the predefined offline area that I created for them in the Field Map Designer.

But I think it actually mean that they can only work online and will not be able to download any offline areas at all.

Since I want them to work in offline areas, I won't click this toggle again and that should resolve the issue.
