I recently came across an issue with ArcGIS Explorer Online. My pop up referenced photos hosted on our server. The photos would not be returned when accessing the application at work through a proxy, only a red 'x'. After some playing around, I found that clearing all exceptions under the proxy settings allowed the photos to be returned. No idea why. Can anybody shed some light on what is happening here?
Here is the solution:
Start > Control Panel > Internet Options > LAN Settings (on Connections tab) > Advanced > then delete everything in the Exceptions box.
