I would like for my symbols not to be rotated when my data frame is rotated. I did everything indicated in this article http://resources.arcgis.com/content/kbase?fa=articleShow&d=17462 but my symbols are still rotated. Are there any other tricks I can try?

I am using 9.3.1.

I also just wanted to make clear that I am talking about the symbols being rotated in the legend. I want them rotated on the map.

That knowledge base article worked for me.  I am using ArcMap 10.  The only other way I know of is to select your legend and convert it to graphics.  You might have to ungroup your symbol before you can change the rotation properties of the symbol graphic.  Keep in mind that when you convert the legend to graphics, you break the link between the map and the legend.  If you decide later to change the symbol that is used in your map, nothing will change the graphics.  You will need to add a new legend and convert to graphics again.
