Reading a Raster Catalog in ArcGIS Explorer 1750

I have been trying to add a raster catalog to ArcGIS Explorer 1750.  Does anyone know if this is possible or if there is some sort of work around?

I have tried to save as a layer file and I get an error when I tried to add the data to ArcGIS Explorer.  I have also tried to create a layer package but only one image shows up.  Is there something I am doing wrong?
