AGX 1700 on older workstations not connecting to sde data or lyr files

I am installing AGX 1700 on users machines and am noticing that the data is not connecting on the older machines. The newer machines have no problem seeing all of the data (GIS Services, Layer Files, Geodatabase) while the older machines are only able to see the GIS Services. I am installing the same 4 files (ArcGISExplorerDownload.exe, ArcGISExplorerFontsDownload.exe, ArcGISExplorerProjectionEngineDownload.exe, ArcGISExplorerDataAccessDownload.exe) on each machine. To date I have 5 machines that work fine and 2 machines that do not get the data. The users are all in the same user group, the same building, the same network, looking at the same data. The machines that work range from non-gis machines (no ESRI products installed) to gis workhorses with ArcGIS 10 and other ArcGIS versions inbetween. The two computers that do not work, other than being older, have ArcGIS 10 on one and ArcGIS 9.3.1 on the other.

Any ideas on what could be missing from the older machines? What should I be checking for before installing ArcGIS Explorer on any other machine (besides when it is due to be replaced!)?

It sounds like it is just a network connectivity or permissions issue.

On the machine that does not connect to the data, if you right click on the layer and click Properties - Source Data.

What does it say for the data source?

On that machine if you use windows explorer and browse to where the data is, does it allow you to access the data?
