We are unable to download the Node Cache for ArcGIS Experience Builder v1.16. Nothing happens when we click on the "Node Cache" button to download.

Anyone else facing the same issue?

Yes, I am experiencing the same issue! When trying to figure out what's happening using the browser dev tools, it seems clicking the 'Download Node cache' button sends the following GET request:

https://downloads.arcgis.com/dms/rest/download/secured/exb-1.15-node_modules-cache.zip?f=json&folder...

Which redirects to the next url:

https://esrisoftware.esri.com/akdlm/software/ExperienceBuilder/1.16/exb-1.15-node_modules-cache.zip?...

Which then gives the response '404 Not Found'.

The same error persists in Edge, Chrome, and Brave browsers.

Does anyone know how to download  ArcGIS Experience Builder for Developers now?
I am unable to download files. It seems to me that not only "Node Cache" but all files are not to.
https://developers.arcgis.com/experience-builder/guide/downloads/

In spite of signing in with my location platform account, this issues is not resolved.

Yes, I get the same error message as you. I will suggest starting a new post for this, considering this post is already marked as answered.

Thank you for your post. This issues was solved the next day...

My colleagues had the similar issue of ArcGIS Pro downloading in ArcGIS Online, so it seems to me that these  were temporary issues.
Now, I am able to download them in esri developer site.
