Is there an option to make a layer in the map widget unselectable but still show?

I have a map with two boundary layers, however I only want one to be selectable. I have tried turning the layer I want to be unselectable into a vector tile layer however this treats it as a basemap and I need these boundaries to be on the top. 

How can I have the top boundary layer still show but users can only select the bottom boundary layer? (Orange boundaries I want unselectable)

Hi @Hayley 

You can use the Map Viewer to open your data and disable pop-ups for the top boundary layer.

Hi @ShengdiZhang, I have my pop-ups disabled in Map Viewer (Classic) but the layer on top is still selectable (larger orange boundaries should not be selectable)
