I have added a member with a user type of Viewer and there is no Export functionality in ExB. Is that a role limitation?

Hello,

I have added a member with a user type of Viewer to my AGOL org account. When I view my ExB dashboard with my admin role credentials I have export and export to table functionality. When I use the Viewer credentials the export option no longer exists.  Is that a role limitation? I do have the data source allowing to export data.
